National Aviation Authorities

  • Introducing civil search and rescue legislation into an existing national framework is a complex task
  • Contract requirements may expect civil operators to maintain an equivalent level of service to their military predecessors
  • Constructing civil legislation to place sensible yet robust control measures onto the most demanding specialisation of civil aviation without impeding operational requirements in life-at-risk environments is a potential contradictionSearch and Rescue Hoisting. Copyright Rowan Greenwood 2017

Airtight Aviation has the experience in constructing civil SAR legislation from initiation, through development to launch and introduction into several national frameworks. We have chaired working groups with legal and operational experts to develop and publish national SAR legislation and have chaired steering committees to facilitate the introduction of new legislation into a civil aviation environment.

We can help national aviation authorities construct guidance material, develop approval processes and introduce legislation for the oversight of civil search and rescue.

To avoid conflict between contractual considerations and state legislation we can offer national SAR tender consultation to ensure that contractual boundaries are realistic and legal.

Government Departments/Coast Guard Agencies

National search and rescue tenders must align the operating framework with the state legislation to avoid compromising the operator's capabilities and legal obligations. We have experience in SAR operations, training and management as well as developing state SAR legislation and facilitating the introduction of new guidance material into the civil environment. We have seen the pitfalls of mixing CAT and SAR and can advise accordingly how to define expectations of potential operators without compromising their legal status.

We offer guidance to civil operators on appropriate management structures, content of operations manuals, interaction with third party providers of rescue assets, initial and recurrent training requirements and to establish relevant safety cultures and enhanced safety performance.

We also offer initial start-up compliance guidance and ongoing independent auditing services specific to the civil SAR environment.
